Lucerne Grand is sold under the standard progressive payment scheme for a building under construction: 5% when the Option to Purchase is granted, 15% when the Sale and Purchase Agreement is signed, and the remaining 80% in stages as construction is certified, ending with 15% at the Certificate of Statutory Completion.
This post covers the stages, how cash, CPF and the bank loan fit in, and when the instalments start.
The Lucerne Grand payment stages
After the 20% paid at booking and signing, the schedule runs: completion of foundation work 10%; reinforced concrete framework 10%; partition walls 5%; roofing or ceiling 5%; electrical wiring, plumbing, doors and windows 5%; car park, roads and drains 5%; the Temporary Occupation Permit 25%; and the Certificate of Statutory Completion 15%. The payment scheme page sets the stages out in a table.
Lucerne Grand cash, CPF and the loan
The 5% booking fee is paid in cash. The rest of the downpayment can come from cash and CPF Ordinary Account savings, but a minimum portion must be cash: 5% of the price for a first housing loan at 75% loan-to-value, 10% in the lower band that applies for tenures beyond 30 years or loans running past age 65, and 25% where the buyer is already servicing a housing loan, as at October 2026.
From the foundation stage the bank starts to disburse the loan, so instalments begin small and step up as more is drawn. At 75% loan-to-value, the first disbursement at the foundation stage covers only the 5% above the 25% already paid.
When payments fall due at Lucerne Grand
The developer gives an expected vacant possession date of 7 December 2031. Construction stages before that are certified as the works progress, and each triggers a payment notice. The statutory completion payment follows once the Certificate of Statutory Completion is issued. The exact schedule for each purchase is set out in its Sale and Purchase Agreement.
A Lucerne Grand worked example of the early stages
Taking an illustrative $1.5 million home bought by a first-time buyer with a 30-year loan at 75% loan-to-value: the 5% booking fee of $75,000 is paid in cash, which also meets the 5% minimum cash portion, so the further 15% or $225,000 due at the Sale and Purchase Agreement may come from cash or CPF. The bank then funds the remaining 75% as each stage is certified.
At the foundation stage the statutory payment is 10% of the price, but because the buyer has already paid 20% and the downpayment covers 25%, the first bank disbursement is only the 5% above that mark. Instalments start from that smaller drawdown and grow at each later stage.
Lucerne Grand stamp duty and other upfront costs
Buyer’s Stamp Duty is due within 14 days of the Sale and Purchase Agreement, with Additional Buyer’s Stamp Duty where applicable, and legal fees follow. On the illustrative $1.5 million home, BSD is $44,600 as at October 2026. These sit outside the payment schedule but are paid in the same window, so they belong in the same budget.
Changing circumstances during Lucerne Grand construction
Because the payments are spread over several years, buyers often review their financing during construction — refinancing after a lock-in period, adjusting CPF usage or adding a co-borrower. Any change is subject to the bank’s and CPF Board’s rules at the time, and the housing loan page sets out the current MAS limits.
CPF and the Lucerne Grand instalments
Once the bank begins disbursing the loan, monthly instalments can be paid from CPF Ordinary Account savings, subject to CPF Board limits and the remaining lease. With Lucerne Grand’s lease beginning on 8 September 2025, the remaining lease at purchase is close to the full 99 years, which keeps CPF usage straightforward. Any shortfall between the instalment and the CPF contribution is paid in cash.
Lucerne Grand payments collected at completion
At TOP, buyers receive the keys and pay the 25% TOP instalment, together with the first maintenance charges for the common property and the property tax that applies from that point. The final 15% follows at the Certificate of Statutory Completion, which marks legal completion of the development. Banks typically disburse both of these from the housing loan where the buyer is borrowing.
Keeping the Lucerne Grand schedule in view
A simple way to manage the Lucerne Grand payment schedule is to list each stage against the household’s own calendar: when cash is needed, when CPF can be drawn and when the loan starts to disburse. Because later stages are tied to construction milestones rather than fixed dates, building in some flexibility on timing is sensible. The progressive payment calculator sets out each stage for a chosen price and loan tenure.
Modelling it for a particular Lucerne Grand home
The Lucerne Grand progressive payment calculator shows the cash, the CPF and the monthly instalment at each stage for any price, tenure and buyer profile, including stamp duty. The TDSR calculator sizes the loan, and the housing loan page explains the limits. The pricing page carries CDL’s starting prices, and the Lucerne Grand homepage the overview.
