ABSD rates from 27 April 2023 (IRAS). Nationals and permanent residents of the United States, and nationals of Iceland, Liechtenstein, Norway and Switzerland, receive Singapore Citizen treatment under free trade agreements. Married couples with at least one Singapore Citizen spouse buying a first home together pay no ABSD; a couple buying a second home may claim a refund if the first is sold within six months of the purchase or of TOP, subject to IRAS conditions.
