How Much Stamp Duty Will I Pay for a Lucerne Grand Home?

Every Lucerne Grand buyer pays Buyer’s Stamp Duty (BSD) on the residential scale, which rises in tiers to 6% on the portion of the price above $3 million; on a $1.5 million home that is $44,600 as at October 2026. Additional Buyer’s Stamp Duty (ABSD) is added on top according to the buyer’s profile, from 0% for a Singapore Citizen’s first home to 60% for a foreigner.

Both duties are paid within 14 days of exercising the Option to Purchase. Here is how each is worked out.

Buyer’s Stamp Duty on Lucerne Grand

BSD is charged on the purchase price in bands: 1% on the first $180,000, 2% on the next $180,000, 3% on the next $640,000, 4% on the next $500,000, 5% on the next $1.5 million and 6% on anything above $3 million. The result is rounded down to the nearest dollar.

On a $1.5 million purchase the bands add up to $1,800 + $3,600 + $19,200 + $20,000 = $44,600. On a $2 million purchase, a further $25,000 at 5% brings it to $69,600.

Additional Buyer’s Stamp Duty on Lucerne Grand

ABSD depends on residency and on how many residential properties the buyer already owns. As at October 2026, Singapore Citizens pay 0% on a first property, 20% on a second and 30% on a third or subsequent one. Permanent residents pay 5%, 30% and 35%. Foreigners pay 60% and entities or trusts 65%. Nationals and permanent residents of the United States, and nationals of Iceland, Liechtenstein, Norway and Switzerland, are treated as Singapore Citizens under free trade agreements.

Lucerne Grand remission and refunds for married couples

A married couple with at least one Singapore Citizen spouse, buying together with no other residential property, pays no ABSD. A couple who already own one home can claim back the ABSD on a second if they sell the first within six months of buying the new one or of its TOP, under strict IRAS conditions. For a project with expected vacant possession in December 2031, the TOP-linked timeline matters, so it is worth confirming the exact conditions with IRAS before committing.

Worked examples at Lucerne Grand price points

Taking an illustrative $1.5 million purchase: a Singapore Citizen buying a first home pays BSD of $44,600 and no ABSD, for $44,600 in total. The same citizen buying a second property adds 20% ABSD, or $300,000, for $344,600. A permanent resident buying a first home adds 5%, or $75,000, for $119,600.

At an illustrative $2 million, BSD rises to $69,600; a first-home citizen pays that alone, while a second-property citizen adds $400,000 of ABSD. These are arithmetic examples using the IRAS rates as at October 2026, not quotes for any particular home.

When Lucerne Grand duties are paid

Both BSD and ABSD are due within 14 days of exercising the Option to Purchase, which for a new launch is when the Sale and Purchase Agreement is signed. They are paid in cash first; CPF Ordinary Account savings may be used to reimburse them afterwards where the balance and CPF Board rules allow. Budgeting for the duty alongside the 5% booking fee avoids surprises at signing.

Seller’s Stamp Duty and Lucerne Grand

Seller’s Stamp Duty applies only if a home is sold within four years of purchase, at 16%, 12%, 8% and 4% for each successive year, as at October 2026. It is relevant to anyone who might sell soon after buying; the stamp duty page carries the table.

Lucerne Grand joint purchases and decoupling

When two or more people buy together, ABSD is charged at the highest rate applicable to any of the buyers. A Singapore Citizen buying with a permanent resident spouse, for instance, is assessed on the profile that attracts the higher rate, unless the couple qualifies for the married-couple remission. IRAS publishes detailed rules for joint purchases, trusts and transfers between spouses, and they are worth reading before structuring a purchase.

Buyers who hold an existing property sometimes consider how ownership is arranged before a new purchase. Any such step has its own stamp duty, legal and financing consequences, so it is a matter for a lawyer and IRAS guidance rather than a rule of thumb.

Lucerne Grand stamp duty rates can change

Stamp duty rates are set by the government and have changed several times in recent years, most recently for ABSD in April 2023 and for Seller’s Stamp Duty in July 2025. The figures here are as at October 2026; the rate that applies is the one in force on the date the Option is exercised.

Working out the figure for a Lucerne Grand home

The Lucerne Grand stamp duty calculator applies the current BSD bands and every ABSD profile to any price. Starting prices published by CDL are on the pricing page, and the stamp duty page carries the full rate tables, including Seller’s Stamp Duty. Rates change at Budgets and policy announcements, so confirm with IRAS before signing. The Lucerne Grand homepage has the project overview.
